We’ve been discussing the concept of universal basic income (UBI), where all citizens receive a regular, unconditional sum of money from the government. Some economists believe UBI can reduce poverty and stimulate economic growth, while others argue it may discourage people from working and contributing to society. What are your thoughts on implementing universal basic income? Would it be beneficial or harmful? Please explain.

Claire:

I think UBI would be beneficial. It would provide financial security for everyone, especially the most vulnerable. It could help reduce poverty and give people the freedom to pursue education and entrepreneurial activities without the constant stress of financial instability.

Paul:

In my opinion, UBI might be harmful. It could reduce the incentive for people to work and contribute to the economy. Additionally, funding such a program could require significant tax increases, which might negatively impact economic growth.

I agree with Claire that universal basic income could be beneficial. A regular basic payment would give people enough security to buy food, pay rent, and handle small emergencies. This stability could reduce stress and allow people to make better long-term choices. For example, a worker might take a short training course to qualify for a better job instead of accepting any immediate work. Parents and family caregivers would also receive support for valuable unpaid labor. Paul worries that some people may stop working, but a basic payment does not need to be high enough to replace a full salary. If the program is designed carefully and tested first, it can reduce poverty while still encouraging employment and new businesses.

I agree with Paul that universal basic income may cause more harm than benefit. Paying every citizen would require a very large government budget, which could lead to higher taxes or cuts to schools and hospitals. It is also inefficient to give the same payment to wealthy people and families in real need. Claire is right that financial security reduces stress, but targeted programs can provide housing, food, and job training more directly. A universal payment might also reduce the reason for some people to accept available work, creating labor shortages. Governments should improve existing social services and make them easier to use. This approach can protect vulnerable citizens without creating the enormous cost and uncertain effects of a permanent payment to everyone.

Universal basic income has promise, but governments should test it carefully before adopting it nationwide. Researchers should measure whether recipients continue working, improve their health, or gain better jobs, as well as the total public cost. A gradual, evidence-based program can preserve possible benefits while preventing serious financial problems.
